Keeping dogs outside....?

With 17 dogs they would have to live outside. Its not cruel if they have good living conditions, other animals for company and have regular human contact but I would worry the the people may not be able to look after them properly. Dogs like humans become ill and suffer from all sorts of things which need vet attention. I have had dogs for over 30 year and have kennels but would not dream of keeping such a huge number of animals as I couldn't give them the attention they need.
